3. LATEST DEVELOPMENT

JELUTONG SEWAGE TREATMENT PLANT AND CENTRAL SLUDGE FACILITY ON DESIGN AND BUILD AT JELUTONG,PULAU PINANG.

On 23rd September 2004 WWE was awarded by the Federal Government to construct a sewage treatment plant and central sludge facility in Jelutong, Penang on design and build basis. This project is important to the Penang State and Local Community in Penang Island. The plant is located in a mixed development next to the main Jelutong Expressway at the southern side of Georgetown. It will be constructed on a reclaimed municipal landfill and mud flat area covering total area of 14.7 hectares. The plant will have a capacity to serve ultimate 1,200,000 population which is equivalent to an Average Dry Weather Flow and Peak Flow of 270,000m³/day and 583,000m³/respectively.

The Plant utilizes Sequencing Batch Reactor (SBR) for BOD removal and sludge treatment includes Mesophilic Anaerobic Digester and Dewatering Equipment Facilities.

The main treatment process comprised a biological SBR that is capable of producing a high standard treated effluent water quality. Additional features of this high technology process are its ability and flexibility to control the Specific Oxygen Utilisation Rate (SOUR) and removal of biological nutrients (BNR) from the raw wastewater.

The Central Sludge Treatment Facility accepts imported sludge from the individual treatment plants and septic tanks. These are combined with sludge generated from the plant and thickened before it is stabilized in the anaerobic digesters. The sludge is finally mechanically dewatered to minimum 25% dry solid and safe for disposal off site by the authority concerned.

PLANT OPERATION
The plant is equipped with full laboratory facilities for constant online monitoring of the influent and effluent quality. Operation of the plant will be fully automated with SCADA system and control. Ease of maintenance is made easy via common utility trench that access all main unit processes.

ENVIRONMENTAL ASPECT
The compact plant adopts one of the latest SBR process technology producing a very high treated effluent quality before discharges into the environment.

The sludge product is stabilized and dewatered to high percentage of dry solids offering ease of handling and environmentally safe for disposal.

Aesthetically the architectural design of the plant offers a good blend with the surrounding developments. Similarly, the landscape design further compliments in depicting an environmental friendly project.

When completed, the Sewage Treatment Plant will be the largest compact multi-storey STP in Malaysia and a model of the state of the art design with full plant automation and control.
